Governing Risky Pandemic Research

In 1999, Brookhaven National Laboratory in New York was preparing to start experiments with its new high-energy physics collider called the Relativistic Heavy Ion Collider (RHIC). But before experiments began, a physicist at Brown University published a preprint arguing that the experiments planned at RHIC could lead to the creation of a black hole that would destroy the Earth. As they say, big if true!
