While Congress is working on marrying a $3 trillion House passed HEROES Act with the Senate introduced $1 trillion HEALS Act there is one issue that still needs to be resolved. The issue is foreign aid to supplement lesser developed nations efforts to deal with the coronavirus economic and health disruption.
