Obamacare sign-ups are now down 400,000, or 13 percent, from last year with just a week of open enrollment left to go.
Through five weeks of open enrollment, 3.2 million people have signed up for 2019 coverage. Last year, through five weeks, sign-ups had topped 3.6 million. Enrollment closes on December 15 in most states, so there isn't much time to close the gap.
