States: Develop Efficient Health Systems, Don't Take Fed Money

After last year's embarrassing retreat from long-stated goals to repeal and replace the Affordable Care Act (ACA), the leftover backup plan for many Capitol Hill Republicans seems to come down to “federalism.” They hope it will achieve more modest goals, or at least dodge deeper political blame.

The recycled promises for 2018 usually add up to a revival of the Graham-Cassidy legislation, which already lacked enough votes to pass in the Senate. Or, at worst, more limited efforts to waive federal requirements for Medicaid spending and private sector insurance coverage.
