Innovative Program Helps Washington City Cut Health Costs

KIRKLAND, Wash. -- Like many governments around the nation, Kirkland was struggling to balance its budget with the health care needs of its workers. Medical coverage is often the most expensive part of a personnel budget. A little more than a year ago, the city and its unions created an innovative new way to provide health care, and now wonder if it could work elsewhere.
