State Legislative Healthcare and Insurance Issues

Blue Cross Blue Shield Association is a national federation of 36 independent, community-based and locally operated Blue Cross and Blue Shield companies that collectively provide healthcare coverage for nearly 105 million members – one in three Americans. BCBSA’s Office of Policy and Representation monitors state legislative activity through its Department of State Affairs. An annual survey is sent to each of the independent Blue Cross and Blue Shield Plans. This report summarizes the findings and includes state-specific highlights of important health laws considered during the 2015 legislative sessions. In addition, the Appendix contains reference tables and maps that summarize state activity in major issue areas on a state-by-state basis.
